The Data Layer Nobody Governs

AWS just launched an Agent Registry to centralize AI agent governance across enterprises. It joins Microsoft's open-sourced Agent Governance Toolkit from March and Okta's agentic identity product — three major infrastructure players shipping governance tooling in a single quarter.

The tooling is arriving. The foundation it expects isn't there.

Cloudera and Harvard Business Review Analytic Services found that only 7% of enterprises say their data is completely ready for AI. Twenty-seven percent say it's not ready at all. The rest are somewhere in between — experimenting on data infrastructure that can't support the governance decisions these tools require.

This matters because every governance tool makes the same assumption: that the organization knows what data its agents access, what decisions they make, and what rules should apply. Agent registries assume you can list your agents. Identity systems assume you know what each agent should be allowed to do. Runtime enforcement assumes you've defined the rules being enforced.

When the data layer isn't ready, governance tools become expensive empty frames.

Deloitte's 2026 State of AI in the Enterprise found that only 20% of organizations are currently growing revenue through AI. Seventy-four percent are still in the aspiration phase — investing without seeing returns. The gap between deployment and value tracks the same pattern as the gap between enforcement and design: the infrastructure for action is in place, but the intelligence to direct it hasn't been built.

The enforcement stack now has 25 named entities across identity, authorization, runtime monitoring, and compliance. The data foundation those tools need — clean inventories, clear decision boundaries, defined permission models — remains the responsibility of organizations that largely haven't done the work.

Governance tooling without governance design is plumbing without blueprints. The pipes arrive. Nobody drew the building.
